Thank you for your interest in Georgia’s First Placement Best Placement (FPBP) program. First Placement Best Placement is a public/ private strategy developed by the Department of Human Resources, Division of Family and Children Services, Foster Care Program. The goal of FPBP is to improve the foster care system by providing comprehensive assessments for children and families as the basis for placement and case planning decisions and recommendations to the juvenile court. FPBP focuses on safety, permanency and child and family well-being. Providers receive a copy of the FPBP policies and procedures manual, Minimum Standards for Comprehensive Child and Family Assessments (also referred to as the Blue Book and/or Form # 65) by attending Back to Basics training.
