Daily Update September 8, 2014 - HR 1723 Third Hearing -
9/8/2014
From Ron Scroggy:
This morning the full committee met for the third
time regarding licensing and inspection of child welfare providers.
As you can see by the link below (scan
28) to the committee’s current 12 recommendations Together
Georgia’s seven initial recommendations have played an important
role. Today, the committee heard from DFCS representation on the
Kenny A decree and then asked a variety of questions to the
audience. Stan Jones, our lobbyist and I spoke for about 30
minutes. Primarily we went over the proposed bill that we have
provided to the committee for a centralized state entity (see link
below - scan 26).
Through out the three hour hearing the committee
asked questions of the state departments (primarily RCC and OPM) and
Together Georgia on how licensure and all the regulatory bodies
could work better together and share information. Prior to the
hearing I had spoken to Ashley Fielding, DHS/DFCS Communications and
Legislative Affairs Director and we agreed it was in everyone’s best
interest for us to continue to work collaboratively. We have shared
our recommendations with DHS/DFCS and they too have shared their
responses with us (see link below for what they shared with the
committee today -

The next and proposed last hearing date is scheduled for 9/29
at 10:00. Chairman Welch suggested that the committee
will be meeting with providers and the departments prior to that
date in order to have their proposed final recommendations ready to
share at the Sept.
29 hearing.

TOGETHER GEORGIA is the new name of
our state’s most venerable organization for child and family
services providers: the Georgia Association of Homes and Services
for Children (GAHSC). Since its inception 50 years ago, GAHSC has
been a tireless champion of children all across the Peach State.
While we’re proud of what GAHSC has accomplished over its long
history, we’ve redesigned the organization from the ground up to add
even more value to the hard-working providers serving Georgia’s
children and families. Find out more by being our guest at a
meeting, talking with our friendly members and leadership team, and
by visiting our website at
