  • A must read for any Child Welfare agency executive especially those who are run and operate congregate care facilities is the Child Welfare League of America's Report,  CWLA Residential Transition Project Phase I Final Report.   This report examines the current state of congregate care in the nation, its utilization, current research on effectiveness and a survey of providers, State Associations and the public sectors.  Increasingly congregate care has come under attack both fiscally, policy and in the research.  CWLA purpose of this paper is to develop a model that reflects current research findings in the child welfare services continuum.  Their paper reflects much of their commitment to finding where the niche is for what is an important service component in most child welfare delivery systems as reflected in their CWLA Policy Paper on Residential Care in 2007
