A group of providers met with the Office of Inspector General (OIG) Inspector General, Cathy Lynn and other representatives to discuss the status of processing background checks for CCIs and CPAs. Background checks that were formerly processed through Office of Investigative Services (OIS) are now processed through OIG. OIG handles background checks, Child Death and Serious Incident (CDSI) and DHS Internal Affairs. There was much discussion around the transition and available resources post budget cuts and the current process.
It was noted that the Rapid Process Improvement will work with OIG to optimize the process. OIG is also working on expediting the process utilizing a new program that will deliver response letters via fax. In addition, they plan to begin to copy agencies when the initial letter goes to an applicant requesting clarification or additional information.
Providers can also take the following steps to help improve the process:
Use Cogent rather than the Live Scan. Live Scan services will no longer be available at 2 Peachtree to contractors after October 1.
Ensure accuracy of all information
For private agency employees and foster parents, utilize the code: DHS – Licensing Child Care Center (Director/Employee)
Notify ORCC (formerly ORS) of changes in
information particularly agency name, address and fax number—this feeds into
the ACORN database which
in turn provides contact information to OIG for notification purposes.
Notify the applicant that once the agency submits the application, the applicant needs to be fingerprinted within 10 days.
Stress with applicant the importance of responding to all requests for additional information ASAP. It is important to the applicant to follow up immediately when records come back to OIG with a charge that does not have a disposition.
Take action with the process and contact OIG if you have not received a response letter within 30 days. dmmatthews@dhr.state.ga.us
It is also important for providers to continue submitting to OIG the records check application. OIG will continue to work with providers to help expedite this process. Please keep us apprised of questions or concerns.
