Blanco Leaves DHS for S.C. Isabel Blanco is considered by many to be the architect of the child welfare reform that took place over the last six years within the Department of Human Services. She is leaving her position to assume a new position in South Carolina. Her role there will be equivalent to assistant commissioner over their department of family and children services and aging services. Ms. Blanco shepherded the "G-Meeting" process where Regional and County DFCS directors met on a monthly basis to look at performance data. She centralized management within DHS and brought the Department to embrace outcome based management. During that time, Georgia foster care numbers declined by more than 50%, reentries into foster care and reports of re-abuse declined by more than 60%. Georgia ranks as one of the lowest foster care entry rates in the nation. Her humor, chatty style and commitment around values and transparency won over many advocates and staff to her management objectives. Friday will be her last day with the
Department of Human Services. |
