Normer has served as the Executive Director of the Georgia Association of Homes and Services for Children since 1991and Catalyst for CARE since its inception. Prior to these positions, he was a Licensed Family Therapist and the Administrator of Christian City Children's Home. A recognized state and national leader in the child welfare industry, Normer is a Past President of the National Organization for State Associations for Children, a past Child Welfare League of America Board member and a CWLA Public Policy Advisory Committee member. In 2002 he served on the Governor's Action Group for Safe Children. He currently serves on the board of the Association for Child Welfare Advancement, the Junior League of Atlanta Community Advisory Board, the Supreme Court of Georgia Child Placement Project Implementation Committee, the Christian City Advisory Board, and the Hope House Advisory Board.
