Fulton County Procedural Plan - October 12, 2002

                                         

Guaranteed 24/7 Placement Slots - Approximately 130 are needed. 

Definitions

  • A Fulton County 24/7 guaranteed placement provider will be agencies that guarantee a 24/7 Fulton County bed. Providers will designate emergency placement beds on a 24 hours / 7 seven day a week basis, and with a no reject eject feature.

  • Agencies will declare their highest and lowest levels of care that they will accommodate on a emergency placement basis as defined by the LOC Indicator Manual . The assigned LOC rate will not be lower than the lowest LOC rate of the agency's lowest declared emergency placement parameter.

  • These providers will be paid 1/2 their highest LOC parameter when the bed is empty.

  • No reject means: no child will be denied placement who meets the declared service parameters and LOC of the agency.

  • No eject means: no child will be removed from the care of an agency as long as the child's care is within the declared parameters of an agency or the child is not a threat to the health or safety to self and others. Additional services will be supplied for at risk children.

Procedures

  • A child will be brought to the Family Resource Center.

  • The child will be initially assessed as to LOC.

  • The child will be placed in the most appropriate placement as indicated by the LOC.

  • Appropriateness of care and permanency will be priorities of placement.

  • Once in placement, the child will be reassessed within three days, and assigned a LOC according to the LOC Indicator Manual by the treatment unit of DFCS.

  • The child will be reassessed periodically to determine if the LOC services are appropriate.

Guaranteed Placement Slots - Approximately 76 slots are needed

Definitions

  • Providers will provide permanent placement beds with a no reject eject feature within their declared parameters of services.

  • Agencies will declare their highest and lowest levels of care parameter as defined by the LOC Indicator Manual . The assigned LOC rate will be paid retroactive to the placement date. The assigned LOC will not be lower than the lowest LOC of the agency's lowest declared LOC parameter.

  • No reject means: no child will be denied placement who meets the declared service parameters and LOC of the agency. An agency will agree to take a child within their parameters of care on a space available basis.

  • No eject means: no child will be removed from the care of an agency as long as the child's care is within the declared parameters of an agency or the child is not a threat to the health or safety to self and others.
