Georgia Association of Homes and Services for Children

Level of Care Finance Committee
March 03, 2004

Clothing - Child Placing agencies will get the allowance for clothing.  Child Caring Institutions clothing allowance will be inclusive in the per diems.  Counties can still reimburse for clothing if the county commissioners approves a reimbursement for clothing.  These items are reflected in DFCS policy.

Medicaid Cards - Children of parental custody with income exceeding Medicaid guidelines often can not get Medicaid.  Parents must give up custody in order to qualify the child for Me3dicaid as a family of one.  Further clarification is needed as the Division of Mental Health looks toward reform.

4E and Medicaid are struggling about how to pay for foster care and treatment services.

LOC Funding - Growth, rate adequacy, and capacity building should be built into the funding policy of Level of Care.  This will be further discussed in the Finance Committee.

Media Attention - GAHSC will be educating the public and policy makers about the need for Therapeutic Services.
