Provider Watch -  October 4, 2011 - Truisms in a Post-Reform World

From Tom Woll, Tuesday Thoughts - There are five strong themes that will play out in the post-reform world:

1) There will be less money to spend. Therefore:
2) There will be calls for greater efficiency: "buy only the services you need to buy";
3) There will be calls for greater effectiveness: "whatever service you buy has to work";
4) There will be calls for more case management: "all purchased services will need prior approval";
5) There will be calls for more care coordination: "all purchased services will have to support and integrate with one another to achieve the desired levels of effectiveness".

Service effectiveness will prove to be the core theme. A purchased service will have to "work." It will have to achieve the desired results. This will be monitored very closely.

In the post-reform world the "effectiveness" of a service will be defined by the performance of the consumer at the "next level of care."

Implicit within this agenda will be a competitive advantage that is "built-in" for organizations or service coalitions that can design multiple services to integrate with one another along a service
continuum.

When we have to "pass off" the success of our service to a "next" service provider outside our integration-design, we will functionally lose the ability to manage the outcomes of our services.

When we can design, manage and direct the means and methods of an integrated service continuum, we can functionally determine the outcomes the integrated service continuum can achieve.

When we can do that, we will quickly become a post-reform provider of choice.
